I do not have any experience with developing anything using Flex, but what Silverlight offers is a technology that all .NET developers can immediately begin using without the need to learn a new IDE and language. Silverlight is currently only available on Windows XP SP2, Windows Server 2003, Windows Vista, and Mac OS 10.4.8+ (Windows 2000 support is coming soon). The <a href="http://www.mono-project.com/Moonlight">Moonlight</a> project will bring support to Linux. Flex and Silverlight are competing technologies in my opinion.
